the following facts, the total sum of the Architects' estimates together with various extras ordered by the

Government that may be considered legitimate extras

amount to $648.185.28, as compared with the actual cost

of $983.194.91 to complete the building for occupation.

I have omitted Architects' fees from these

figures which were included in the published Report.

It will be noted there is an excess of about 50% (and the Clock Tower is incomplete) which, I again

submit, is out of all reason, as previously pointed out

under Clause 8.

As regards the comment re foundations I think

it will be found that the cost was asked for in the first

instance, vis:- in the "Conditions of Competition" and

the estimate of the Architects included the cos: of such.

With respect to the concrete and asphalte

basement, will you kindly peruse Clause 6 (a)

Clause 4 The inadequacy of the Bill of

Quantities.

I have explained under Clause 8 the nature

of the Bill of Quantities prepared by the Architects

and the inadequacy thereof.

As regards the comment re the cost of brick-

work to support the roof, I submit it is not worth

considering, as steel trusses, etc., which would have

cost much more, were omitted from the Contract.
